Establishes the National Flag Commission to study and make recommendations necessary to codify and clarify the laws, customs, and conventions governing the use and display of the flag of the United States.
Authorizes the Commission to hold hearings, take testimony, and receive evidence within the U.S., and to secure information directly from any department or agency of the U. S. States that the Commission's recommendations are to be submitted to the President and Congress no later than January 1, 1975.
