Authorizes the Secretary of State, subject to such policy as the President may prescribe, to restrict travel for a period of one year into or through a foreign area by citizens and nationals of the United States if he determines that it is an area: (1) which is at war, (2) where insurrection or armed hostilities are in progress, (3) whose military forces are engaged in armed conflict with forces of the United States, or (4) to which travel would seriously impair the conduct of U.S. foreign policy.
Prescribes criminal penalties for violation of this Act of not more than a $1,000 fine, nor more than one year imprisonment, or both. (Adds 18 U.S.C. 970)
