Prohibits foreign assistance from being provided, under the Foreign Assistance Act of 1961, to foreign countries which do not act to prevent narcotic drugs from unlawfully entering the United States.
Directs the Comptroller General to evaluate and report to Congress on the efficacy of any measure being taken by foreign nations toward this end. Permits the President to waive the above provisions in the case of a given country when the national interest so requires. (Adds 22 U.S.C. 2370(v))
