Provides that any veteran who receives additional compensation or allowance based on the need of regular aid and attendance or is permanently housebound, or who, but for receipt of retired pay, would be in receipt of this compensation or allowance, the Administrator of Veterans' Affairs may furnish the veteran such medical services as he finds to be reasonably necessary.
