A bill to prohibit the President from impounding any funds, or approving the impounding of funds, the total appropriation of which does not exceed the President's budget for the appropriate functional area by more than 5 percent, without the consent of the Congress, and to provide a procedure under which the House of Representatives and the Senate may approve the President's proposed impoundment.
Congressional Spending Power Act - Prohibits the President from impounding any funds appropriated by law unless he transmits to both the House of Representatives and the Senate a special message specifying: the amount of funds to be impounded; the specific projects affected thereby; and the reason for the impounding of such funds. Requires the Congress to approve or consider the specific impounding of funds within thirty calendar days of continuous session after the special message is received by the Congress or the impounding of funds shall be deemed to have been refused.
Specifies procedures for the consideration by the Congress of the President's special message.
