Child Development and Abuse Prevention Act - Provides for the establishment of a National Center on Child Development and Abuse Prevention within the Department of Health, Education, and Welfare to list accidents involving children under 18, to maintain an information clearing house, and to provide training materials on all programs for prevention, identification, and treatment of child abuse.
Provides for grants to public and nonprofit private organizations for demonstration programs designed to prevent, identify, and treat child abuse and neglect.
Establishes a National Commission on Child Abuse and Neglect to make a study of the effectiveness of existing child abuse and neglect reporting laws and ordinances and to define the proper role of the Federal Government in assisting State and local public and private efforts in the area of child abuse and neglect.
