A bill to amend the Consolidated Farm and Rural Development Act to modify the provisions relating to emergency loans, and for other purposes.

Provides that farmers, ranchers, and oyster planters who have lost at least one-third of their crop may qualify for emergency loans under the Consolidated Farm and Rural Development Act. Establishes the interest rate on such loans at 5 percent. (Amends 7 U.S.C. 1961(b))
