A bill to amend the Food Stamp Act of 1964 to provide food stamps to certain narcotics addicts and certain organizations and institutions conducting drug treatment and rehabilitation programs for narcotics addicts, and to authorize certain narcotics addicts to purchase meals with food stamps.

Provides food stamps, under the Food Stamp Act of 1964, to specified narcotics addicts being rehabilitated, and to organizations and institutions conducting drug treatment and rehabilitation programs for narcotic addicts. Authorizes such narcotics addicts to purchase meals with food stamps. (Amends 7 U.S.C. 2012(e))
