Establishes a Joint Committee on Intelligence Information within the Congress. States that the committee shall perform the following functions: (1) conduct a continuing review of the effectiveness of the intelligence gathering activities of the Government relating to national security; (2) conduct a full and complete study of the problems faced by the intelligence gathering agencies of the Government which have an impact on the conduct of foreign affairs of the United States; and (3) provide the Congress with an annual report of, and general body of knowledge with respect to, the intelligence gathering activities of the Government relating to national security.
