Repeals, under the Social Security Act, the provision of such Act presently limiting to 10 percent the portion of the total grants for social services paid to a State which may be paid with respect to individuals not actually recipients of or applicants for aid or assistance.
Specifies, in the public assistance provisions of such Act, the minimum periods within which an individual (not receiving aid or assistance) must have been or be likely to become an applicant for expenditures for services provided to him to qualify for Federal matching grants to a State.
