Declares it to be the national policy that to the maximum extent possible the procedures to be utilized by the Secretary of Transportation and all other affected heads of Federal departments and agencies concerned with highway development shall encourage the drastic minimization of paperwork and interagency decision making so as to reduce delays at all levels of government.
Authorizes appropriations of $100,000,000 for each of the fiscal years ending June 30, 1974 and June 30, 1975, for the construction of highways connected to the Interstate system in portions of urbanized areas with high traffic density.
Authorizes the appropriation of up to $75,000,000 for purposes of evaluating the needs of States and local areas pertaining to public mass transportation.
