Emergency Federal-State Extended Unemployment Compensation Benefits Program Amendments - Provides for the permanent elinination of the 120 percent State "on" and "off" indicators which determine eligibility for participation in the Unemployment Compensation Benefits Program. Provides that the number of workers who have exhausted their regular unemployment compensation will be counted in determining the level of insured unemployment. Eliminates the requirement that a State which triggers out of the program must wait at least 13 weeks before it may regualify.
