A bill to amend the Controlled Substances Act to increase the penalty under that act for the illegal distribution of certain drugs by high echelon pushers.

Increases the penalty under the Controlled Substances Act for the illegal distribution of drugs by high echelon pushers. Defines "high echelon pusher" as any person engaged in a conspiracy to import, smuggle, or purchase for further distribution a controlled substance in schedule I or II which is a narcotic drug.
