A bill to amend title XVIII of the Social Security Act to provide that payment for services furnished a beneficiary under the supplementary medical insurance program shall be made, at the beneficiary's option (and without regard to whether such payment covers the full charge for the services), directly to the provider or other person who furnished such services.
