A bill to amend the Economic Stabilization Act of 1970, to stabilize rents at levels prevailing on January 10, 1973, and for other purposes.

Authorizes the President to stabilize rents at levels prevailing on January 10, 1973, and permits the President to allow rent increases only by the actual amount of any increase in any tax, fee, or service charge levied by a State or local government and any necessary capital improvement and any reasonable increased costs of services and materials.
