Makes it unlawful for any person, after renting, leasing, or using, a motor vehicle under an agreement in writing which provides for the return of the motor vehicle, to fail to return the motor vehicle within five days after the time specified.
States that it shall be a defense in any criminal proceeding brought under this Act that a person failed to return a motor vehicle for causes beyond his control. Provides that the burden of raising and going forward with the evidence with respect to such defense shall be on the person asserting it.
