National Forest Lands Planning and Investment Act - Provides for the protection and development of the national forest system and privately owned forest lands through the establishment of a forest lands planning and investment fund.
States that any money credited to the fund and not authorized for expenditure within two fiscal years shall be transferred to miscellaneous receipts of the Treasury.
Requires the Secretary of Agriculture to allocate the fund moneys as appropriated for: (1) planning and inventories needed for the preservation, use, or development of national forest system resources, and (2) capital investments made for furthering sustained yield resource management programs or for enhancing long-term public use of national forest resources.
