A bill to insure that a national cemetery is established in each State, and for other purposes.

Authorizes the Secretary of the Army to establish and maintain a national cemetery in each State in which there is no national cemetery as of the date of the enactment of the Act.

Provides an additional sum of $400 as a burial allowance with respect to any deceased veteran who is interred in other than a national cemetery.
