A bill to authorize voluntary withholding of Maryland, Virginia, and District income taxes in the case of certain legislative officers and employees.

Authorizes the voluntary withholding of Maryland, Virginia, and District of Columbia income taxes in the case of legislative officers and employees under the jurisdiction of the Clerk and the Sergeant at Arms of the House of Representatives, the Architect of the Capitol, and the Librarian of Congress (limited in the last case to employees of the U.S. Botonic Garden).
