Provides that no highway, road, or trail shall be constructed on public land unless public hearings have been held and all environmental values have been planned in order to protect fish and wildlife resources.
Provides that in the case of any highway, road, or trail to be constructed on public land, no title to any public land shall be conveyed to any state for the purpose of such construction, other than an easement for a right-of-way. (Adds 23 U.S.C. 217)
