A bill to amend title 42, section 246, subsection (b)(2)(A) of the United States Code.

Requires an areawide health planning council, in order to be eligible for Federal assistance, to have in its membership and governing body representatives of the governing board of community based health organizations, citizens of communities and neighborhoods served by such community based health organizations, and citizens of communities and neighborhoods served by public, voluntary, and nonprofit private health organizations.
