Requires the Secretary of Commerce to undertake an investigation to determine which materials or commodities shall be to subject export controls because of the present or prospective domestic inflationary impact or short supply of such materials, and to develop forecast indices of the domestic demand for such materials to help assure their availability on a priority basis to domestic users.
Provides that the Secretary shall appoint a technical advisory committee upon the request of a substantial segment of any industry subject to export controls, in order to evaluate technical matters, licensing procedures, worldwide availability, and actual use of domestic production facilities and technology.
