Directs the Secretary of the Interior to make a comprehensive study of the dolphin and porpoise, taking into consideration the distribution, migrations, and population of these mammals and the effects of hunting, fishing, disease pesticides and other chemicals, and food shortages on them, for the purpose of developing adequate and effective measures, including appropriate laws and regulations, to conserve such mammals, and to insure humane treatment in all cases.
Authorizes to be appropriated, to carry out this Act, $200,000 for fiscal year 1974, and for each of the two succeeding fiscal years.
