A bill to promote the foreign policy of the United States by strengthening and improving the Foreign Service personnel system of the Department of State and of the U.S. Information Agency.

Applys the provisions of the Veterans' Preference Act of 1944 to promotion procedures of Foreign Service officers and information officers. Makes "selection out" of such officers an adverse personnel action requiring the prior provision of an appeals procedure under which the rated officer can challenge any individual efficiency report and the accuracy of any documents submitted to a selection panel. Requires any document submitted to such a panel to be first shown to the officer concerned.

Provides for an appeals board to govern compliance with this Act, and provides for the prolongation of the appeal right of an officer selected out prior to enactment of this Act. Provides that such prolongation shall be for one year from date of enactment.
