A bill to amend title 39, United States Code, to establish improved standards to achieve efficient mail service, to provide an effective method of reimbursing the U.S. Postal Service for public service costs while maintaining a reasonable postal rate structure, and for other purposes.

Establishes standards to achieve efficient mail service, including: (1) next-day delivery of mail deposited for delivery within a five hundred mile radius; (2) delivery within not more than three consecutive days of mail outside a five hundred mile radius; (3) carrier service on a six-day-a-week basis; (4) post office window service on a six-day-a-week basis; and (5) second-attempt delivery of parcel post.

Provides that any Postal Service employee who knowingly and willfully violates these standards shall be discharged.

Provides for reimbursement of the United States Postal Service for public service costs.

Requires the appropriate standing committees of the House and Senate to annually conduct a comprehensive review of the administrative and managerial practices of the Postal Service.
