Provides, under the Trade Expansion Act of 1962, that the President shall impose reciprocal import restrictions whenever such action is necessary or appropriate to obtain the removal of foreign non-duty trade restrictions which are substantially curtailing United States exports. (Amends 19 U.S.C. 1882(d))
