A bill to amend section 3(f) of the Federal Property and Administrative Services Act of 1949, with respect to Guam.
Provides that the term "foreign excess property", relating to property outside the United States under the control of any Federal agency which is not required for its needs or responsibilities, shall not be applicable to property located in Guam, American Samoa, and the Trust Territory of the Pacific Islands. Amends 40 U.S.C. 472f.
