Authorizes the expenditure of funds under the Land and Water Conservation Fund Act of 1965 for the planning, acquisition, or development for indoor facilities for water recreation where the unavailibility of land or climatic conditions preclude outdoor facilities to serve identified unmet demands for recreation resources. (Amends 16 U.S.C. 4601-4)
