Authorizes the Secretary of the Army to construct three floodwater channels for flood prevention and other purposes in the lower Rio Grande Basin, Willacy, Hidalgo, and Cameron Counties, Texas. Requires the Secretary of the Army, in cooperation with the Secretary of Agriculture, to seek reasonable assurances that an adequate land treatment program satisfactory to the Secretary of Agriculture will be installed to provide necessary protection to the watershed lands and planned structural measures.

Authorizes to be appropriated $21,000,000 to carry out the purposes of this Act.
