A bill to amend chapter 34 of title 38, United States Code, in order to increase the educational assistance allowance payable to eligible veterans to cover in full the cost of tuition and books.

Increases the educational assistance allowance payable to eligible veterans by a sum of money necessary to cover reasonable tuition costs, including the cost of books.

Empowers the Administrator of Veterans' Affairs to adjust the time and manner of such payments with respect to the type of educational program being pursued by the veteran.

Provides that no amount payable to an eligible veteran under a half-time of more educational program or under a correspondence educational program shall be deemed to cover the cost of tuition and books under this Act. (Amends 38 U.S.C. 1682)
