Permits contributions, under the Labor-Management Relations Act, 1947, by any employer of the construction industry to a trust fund established by a labor organization representative for the purpose of a joint industry promotional program.
Requires such trust fund to be used for product and product application research and development.
Provides that no labor organization or employer shall be required to bargain on the establishment of any such program, and refusal to do so shall not constitute an unfair labor practice. (Adds 29 U.S.C. 186(c))8_)
