Provides that any veteran of the United States Armed Forces who has been held as a prioner of war or was detained by an enemy agent of the United States shall be deemed to have suffered permanent disability and to be entitled to a disability rating of not less than 10 percent following such service.
Authorizes the Administrator of Veterans' Affairs after considering all factors he deems appropriate to make disability ratings under this Act. (Amends 38 U.S.C. 363)
