A bill to provide for orderly trade in textile articles and articles of leather footwear, and for other purposes.

Provides for the regulation in commerce of textile articles and; articles of leather footwear among the several States and with foreign nations so as to foster the maintenance and expansion of economically strong textile and footwear articles in the United States.

Asserts that the total quantity of each category of textile articles and articles of leather footwear originating in any country which may be entered, or withdrawn from warehouse, for comsuption during the calendar year beginning January 1, 1970, shall be limited to the average annual quantity of such category originating in such country which was entered, or withdrawn from warehouse, for consumption during the two calendar years 1967-1968.

Authorizes the President to enter into international arrangements or agreements with foreign governments or instrumentalities separately regulating, by category, the quantities of all textile articles or all articles of leather footwear, or both, originating in such nations or instrumentalities which may be entered, or withdrawn from warehouse, for consumption. (Amends 19 U.S.C. 1821 (a) (1))

Asserts that the quantitative import limitations on textile articles of cotton heretofore established by the United States pursuant to the long-term cotton textile arrangement or pursuant to bilateral agreements heretofore entered into by the United States as provided in such arrangement shall supersede the provisions of this Act until the expiration of the arrangement.

Provides that the assistance which is intended to be available to domestic industries, firms, and groups of workers caused or threatened with serious injury by increased imports, in the administration of title III of the Trade Expansion Act of 1962 should be promptly and readily available for any industry, firm, or group of workers caused or threatened with serious injury due in any substantial degree to increased imports even though other economic factors are found in equal or greater degree to contribute to such actual or threatened injury.

Allows the President of the United States, under the Trade Expansion Act of 1962, to enter into trade agreements with foreign countries or instrumentalities thereof before July 1, 1973. (Amends 19 U.S.C. 1821(a) (1))

Provides, under the Trade Expansion Act of 1962, that Trade Commission reports made during the 1-year period preceding the date of enactment of this Act shall be treated by the Tariff Commission as having been made prior to that period. (Amends 19 U.S.C. 1901)
