Provides that recipients of aid or assistance under the various Federal-State public assistance and medicaid programs of the Social Security Act (and recipients of assistance or benefits under the veterans' pension and compensation programs and various other Federal and federally assisted programs) will not have the amount of such aid, assistance, or benefits reduced because of increases in monthly social security benefits.
