Prescribes a penalty of up to a $5,000 fine or imprisonment for up to five years, or both, for persons who willfully and repeatedly interfere with the conduct of judicial proceedings with noisy outbursts, obscenities, or insults. (Adds 18 U.S.C. 1511)
