Authorizes the President to suspend (in whole or in part) economic and military assistance provided under the Foreign Assistance Act of 1961, and sales under title I of the Agricultural Trade Development and Assistance Act of 1954, with respect to any country which fails to take appropriate steps to prevent narcotic drugs produced in such country from entering the United States unlawfully. Requires the President to keet the Congress fully informed with respect to any action taken by him under this Act. (Adds 22 U.S.C. 2370(v))
