Provides that the provisions of this Act shall take effect sixty days after the agreement is signed in Paris on January 27, 1973, or upon the release of all United States prisioners of war held by the Democratic Republic of Vietnam and its allies and an accounting of United States personnel missing in action, or upon the enactment of the Act, whichever is later.
