A bill to amend the Small Business Act to encourage the development and utilization of new and improved methods of waste disposal and pollution control; to assist small business concerns to effect conversions required to meet Federal or State pollution control standards; and for other purposes.

Directs the Administrator of the Small Business Administration to require the development and utilization of new and improved methods of waste disposal and pollution control. Directs the Administrator to assist small business concerns to effect conversions required to meet Federal or State pollution control standards.
