Finds that to make regulation of interstate commerce in food effective it is necessary to provide for the registration and inspection of all establishments in which food is manufactured or processed.
Requires that on or before December 31, of each year every person owning or operating any establishment engaged in the manufacture or processing of food must register with the Secretary of Health, Education, and Welfare and that every person first engaging in such manufacturing or processing immediately register with the Secretary.
Provides that every establishment registered with the Secretary shall be subject to inspection at least once per year.
Deems a food misbranded if it was manufactured or processed in an establishment not duly registered.
