To authorize the District of Columbia to enter into the Interstate Agreement on Qualification of Educational Personnel.
Interstate Compact - =Title I: Interstate Agreement on Educational Personnel= - Authorizes the Commissioner of the District of Columbia to enter into, and execute on behalf of the District of Columbia, the Interstate Agreement on Qualifications of Educational Personnel with any such States or States joining therein.
Sets forth the provisions of the Interstate Agreement.
Declares within such Agreement that its purpose is to facilitate the movement of teachers and other professional educational personnel among the States party to it in order to take advantage of the preparation and experience of such persons wherever gained.
Provides under such Agreement for the execution of interstate personnel contracts. Stipulates that a State official may enter into such contracts only with States with programs of education, certification standards, or other acceptable qualifications that assure preparation of personnel on bases sufficiently comparable to that prevailing in his own State. Requires that enumerated provisions be included in any such contract.
Designates the Superintendent of Schools to negotiate and execute contracts under the Agreement on behalf of the District of Columbia.
=Title II: Practice of Psychology Amendments= - Practice of Psychology Act Amendments - Revises the hearing and appeal procedure under the Practice of Psychology Act for license suspensions and revocations. Waives the examination requirement for obtaining a license for persons: (1) holding a doctoral degree in psychology or completing 45 credit hours in post graduate courses related to psychology; (2) holding a master's degree in psychology or completing 24 credit hours in post graduate courses related to psychology; or (3) presenting evidence of completion of an acceptable curriculum of study at a foreign institution and engaging in acceptable psychological practice for at least 7 years.
=Title III: District of Columbia Unemployment Compensation Act Amendments= - Makes various technical amendments to the District of Columbia Unemployment Compensation Act.
