Permits any person lawfully admitted to the United States for permanent residenceas a special immigrant on the basis of his employment by the United States abroad for a period of 15 years, or more, to be naturalized upon compliance with all requirements of the Immigration and Nationality Act, except that no prior residence or specified period of physical presence within the United States, or within the jurisdiction of the naturalization court shall be required.
