A bill to amend section 1201 of title 18, United States Code (respecting transportation of kidnap victims in interstate commerce), to eliminate a constitutional infirmity.

Imposes the death penalty for kidnapping if the kidnapped person has not been liberated unharmed, and if the verdict of the jury shall so recommend, or in the case of a plea of guilty, or a plea of not guilty, where the defendant has waived a jury trial, if the court in its discretion shall so order.
