To amend the Education of the Handicapped Act to provide for improved opportunities for handicapped persons, and for other purposes.
Supplementary Education Services for the Handicapped Act - Authorizes the Commissioner of Education to acquire teletype, telecommunication, and similar communications systems to aid the dead. Provides that the Commissioner shall distribute, by loan or direct grant, such communications systems to public and private nonprofit schools, agencies and organizations which serve the deaf, and to police, fire and other emergency service public agencies, and to deaf persons for the purpose of providing equal opportunities for deaf persons to receive the protection of public agencies in emergencies.
Authorizes the Commissioner to provide for the development or acquisition of sensory and communication devices designed to allow handicapped children and adults to participate more fully in elementary, secondary, postsecondary and continuing education programs and to provide increased cultural, recreational, and communication opportunities between handicapped and nonhandicapped persons.
Authorizes to be appropriated $25,000,000 for fiscal year 1974, $30,000,000 for fiscal year 1975, and $35,000,000 for fiscal year 1976 for the purpose of carrying out such programs.
Provides that the Commissioner may make grants and contracts to institutions of higher education, public or private, nonprofit technical and vocational schools, State and local educational agencies, radio and television stations, and other appropriate agencies for: (1) the development and conduct of specifically designed educational programs to meet the learning needs of handicapped persons; (2) providing supplementary services such as tutoring, interpreting services for deaf persons, note taking services for deaf or blind or physically handicapped persons; and (3) other appropriate services which are designed to help handicapped persons enjoy equal education opportunities and to compensate for their physical, sensory, mental, or emotional handicaps.
Authorizes to be appropriated for the purpose of making such grants and contracts $5,000,000 for fiscal year 1974, $7,500,000 for fiscal year 1975, and $10,000,000 for fiscal year 1976.
