A bill to amend the act of March 3, 1899, commonly referred to as the Refuse Act, relating to the issuance of certain permits.

Authorizes the Administrator of the Environmental Protection Agency to issue permits for the deposit of refuse in navigable waters within prescribed limits.

Provides for the deposit of debris of mines or stamp works within harbor lines established by the Administrator. (Amends 33 U.S.C. 407, 407a)
