A bill to authorize and direct the Librarian of Congress to establish and maintain a library of television and radio programs, and for other purposes.

Authorizes the Librarian of Congress to establish and maintain a library of television and radio programs, which he determines to be of substantial public interest. Provides for making the videotapes, films and tapes collected available on a loan basis.

Authorizes to be appropriated such sums as necessary to carry out the procisions of this Act.
