Provides for the establishment of the Hells Canyon National Forest Parklands in the States of Idaho and Oregon.
Directs the Secretary of Agriculture to administer the parklands area in such a manner as in his judgement will best provide for: (1) public outdoor recreation benefits; (2) conservation of scenic, scientific, fish and wildlife, geologic, historic, and other values contributing to public enjoyment; and (3) the management, utilization, or disposal of natural resources.
