A bill to provide for the election of President and Vice President as required by the article of amendment to the Constitution proposed by House Joint Resolution 215 of the 93d Congress.

Provides that the election of President and Vice President required by H.J. Res. 215, 93rd Congress (proposing a Constitutional amendment, with the winner of a State's popular vote automatically gaining all of that State's electorial votes) shall be held on the second Tuesday in October.

States that a runoff election, if necessary, shall be held on the first Tuesday after the first Monday in November.
