Provides that if, during any three-month period of any one or more consecutive sessions of the Congress, a Member of the Senate or House of Representatives fails to be recorded in person on 70 percent of the recorded votes of the House of which he or she is a Member, such individual shall not receive the proscribed compensation for the three-month period following the three-month period in which he or she has failed to be recorded in person on 70 percent of the recorded votes.
States that this Act shall not be applicable if there are less than 20 recorded votes during a three-month period or to an individual who has been hospitalized because of illness or accident.
