Provides that the requirement of having one parent physically present in the United States or its outlying possessions for a period of ten years before an individual born outside of the United States or its outlying possessions can be considered a national and citizen of the United States at birth shall not apply to a person born to a United States citizen parent who at the time of birth was serving honorably abroad pursuant to military orders in an active-duty status in the Armed Forces of the United States.
