A bill to require a Federal permit for the taking of any migratory game birds other than migratory waterfowl, and for other purposes.

Requires a Federal permit for the taking of any migratory game birds other than migratory waterfowl. Directs the Secretary of the Interior to utilize the net receipts from the issuance of the permits for the purpose of conserving migratory game birds other than migratory waterfowl.
